i wouldnt deny speeding is a major issue in a lot of crashes ,but your right in the fact that is drivers misjudging the conditions,there is a right time for everything,and its not when the roads are busy with other drivers or conditions are bad 
To try and get this back on topic.
The only number plate device Ive ever seen work was fitted to the Polizei M5 at the Gumball last year.
Look at the plate straight on (as in being followed by a Police Car) looks fine

But as the angle of attack changes (i.e for a Gatso mounted off to the side or on a Motorway Gantry) so does the visability of the numbers



The item does have some weaknesses at some angles. So its not a 100% success rate.



Crucially it also passes the "negative test" the police are allowed to use if a photo is particularly over exposed

In the interests of not getting the Zone into trouble I wont be revealing where or how to buy this product. But a search on Google may be your friend

Those plates seem to work quite well. I personally wouldnt use them, but they look like they would work. Untill a police car sees them at an angle
, then your done!

Problem with the spray is .... If you are followed by the police your plate will not show on the onboard cameras apparently , Thats coming from a friend in the force , Ok maybe you escape a few gatsos but what if you get a tug , Defacing your reg. plate is an offence

It looks as though those plates may work but if you were caught using them the trouble you would be in is far worse than a poxy speeding fine and three points. As far as I know the charge would be obstruction and you dont wanna be charged with that !
