My old man had similar last year. You shouldn't have an issue regards the congestion fine, providing dates of the sale have been kept by ML.
I don't know how ML sell cars for customers, but get ready for a DVLA fine for not notifying them of the transfer to ML. My dads choice was a £30 or £50 fine or a day in court (and the chance of a bigger fine)

No, it's the registered keepers responsibility to send off the V5 even if the car has been transfered to a trader rather than sold privately. This is how my dad got caught out.Simon13 wrote:still the "traders" responsibility to transfer the V5
He received a speeding fine (after the car was sold) but as he was abroad at the time and the trader who sold the car for him provided the date of sale, he avoided the speeding fine, unlike the new owner.
He then received a fine from the DVLA for not notifying them of the change of keeper. He wrote a letter explaining the car was sold by a trader on his behalf, but was told he still needed to inform them of the transfer to a trader.

Come on Simon, surely you know how lame the DVLA are at doing anything apart from dishing out fines? 2 weeks is nothing for processing a speeding/whatever fine from some ANPR crap.
Why didnt you sell the car yourself by the way?

That pic was taken the day he collected it which was jan 23rd which was a friday. The V5 would not have been posted till the monday the 26th which is two weeks and 3 days ago.
Ive waited over a month for a log book from the DVLA before.
