Been a very long time since I played with one of these still fitted with the Pierburg, and the memory is hazy! Most have long since had these replaced by a purely mechanical Weber.
The only part of the engine control on these that is inside the cabin is the primitive ECU that controls the carb. I can't remember any vacuum pipes, but if there is one going into the cabin area, it can only be going to this ECU.

It either goes to the ECU or something to do with the dashboard. I might be wrong but it may be something to do with the fuel economy gauge.
Mine has become disconnected as well, but I run a Weber so it's not a problem. Unbolt the ECU and see if it goes into the back of it or up around it somewhere.

No why i think it is a vacuum problem is because when i start the car it is sluggish and this only happend since the pipe has come undone?

My previous E30 was an M10 carb, and that vacuum pipe was fixed to the back of the clocks in the dashboard. IIRC it is to do with the fuel economy gauge. You'll need to remove the clocks to reattach it.

Tbh, my economy gauge still moves, and I don't even have an original carb in there, or that vacuum line connected. I assume it simply takes the speedo and rev counter pulses as a base measurement. I expect it's the only E30 that say's it does more MPG at 90 than 70.
