Is it safe to do so within reason?

Current car's got a 59.1mm bore IIRC and it's proving difficult to find 'nice' alloys with that centre bore. Don't really want to fit spigot rings if I can help it to fit alloys with bigger bores.

Two different problems?
Hub on the car (57.1mm) smaller than the hole in the wheel = spigots
Hole in the wheel smaller than the hub on the car (57.1mm) = machine out the wheels

Easy and safe but NOT diy, and machine shop will do this correctly and centred.
