It's not really the rev range that's of concern, just the amount of air the engine consumes.
Extremely rougly speaking, a 1.0l engine at 10000prm will consume the same amount of air per unit time as a 2.0l engine at 5000rpm.
I guess finding a bike with the same power/cylinder as you want would be a good start.
My problem with carbs is that they're a bit primative and aren't easy to setup to be as versatile as engine management systems, but that's just me
