Cams, carbs, manifold and some headwork larger valves.
Tim_is has a 2.1L 318is which is a 16valve (not 8valve like M10), and puts out just a bit more than that.
I agree its a great engine especially for its age, and still has its place especially if you like your carbs, but I disagree with your definition of fairly easy.
It is now residing in a road car (2002)...
There were 02s on slide throttles putting out a bit more power than that, too (about 220bhp is the limit, though) and an S14 M3 crank fits and allows a 2.3 M10 capacity.
It wasn't especially cheap, but it was possible and *very* reliable upto 8000rpm!
