What is this plastic flappy thing?

It's on the drivers side of the car, but not the other, is it necessary? If I can take it off I will because it scrapes everytime I go over a speedbump X(

Looks like your fuel tank guard has come adrift, better to refit/replace than remove IMHO dude.

especially if you're running lower than stock
