I have ~12v at the wires but can't draw and real current from it.
have tried two actual sockets still no joy, I'm pretty sure the problem isn't the socket. obviously it's not the fuse as there's voltage there.
Any ideas?

How did you measure the 12V?
If it was just with a meter, then the results are virtually meaningless, since a series resistance of several thousand ohms would have no significant effect on the measured voltage. A far better tool to use for electrical checking is a 12V 10W lamp attached to a couple of short leads.
The problem could very well be the fuse, No 28.
