Very common for the filler pipe on an E30 to turn into something resembling a collander I'm afraid. Basic problem is the plastic half liner in the wheel arch which acts as a mud retainer and rots things out.
There are a couple of branches of the top of the pipe connected to flexible pipes which could conceivably be the problem, but my money's on tinworm.

From the OP's original message, it's not the tank that's the problem, but the long steel filler pipe that snakes it's way down through the wheelarch. No idea what they cost new, although I've replaced a couple with good second hand ones.
