The headlight adjustment inside the car is hydraulic and 99% of owners cars are fooked. You can manualy adjust the level by rotating the knurled section of the black cylinder on the headlight assembly.

There is a preset adjustment in middle of the defective hydraulic adjusters as well, in the form of the threaded steel rod that goes out the front of the cylinder. This has a Philips screw recess in the ball at the headlamp end to turn it, which can't be accessed without removing the headlamp, but you can usually turn it with a pair of small grips.
The screw needs to be screwed outwards (longer) a few turns to bring the aim up, then fine adjust it with the outer barrel of the hydraulic cylinder.
