Quick question for any body shop types out there!
Should brush on seam sealant go on bare metal and primer over the top, or primer first, then seam sealant?

Primer first
Seam sealer should never be brushed onto bare metal, the sealer will trap in moisture against the bare metal.

I don't think it matters all that much to be honest. I personally give it a good squirt of etch primer first, and seam seal after. I just feel that the etch primer will key to the metal better.
Regarding the seam sealer, I always use 3M stuff. I've yet to find anything that's as good. You do however need a proper seam sealer brush, as a regular paint brush is not stiff enough.

Any good automotive paint factors should be able to supply it.
