I have a cosmos blue car and the paint that the dealer gives me is a) very small, b) utterly different in colour.
Halfords can't do the colour.
any suggestions of a national or internet based spray paint mixer?

could take it to a paint/bodyshop and they could mix small samples to get it right then supply it in whatever quantity you need?
there are a number of variants of each colour and also depends whether the car has been left in the sun for 15-20 years or been garaged in the dark etc etc

try mkpe in milton keynes they supply all the mixes for the paintshop at work

A friend of mine got some paint mixed up by a body shop. He had to give it a good wash and t-cut and they matched it perfectly.

black is no match for metallic cosmos blue which is sort of a bluey silver. so i guess it is of no really interest to me but cheers anyway.

I wouldn't bother with a bodyshop just go to your local automotive paint suppliers who use the same colour
chips as bodyshops but are cheaper majority of them can put the right colour in a aerosol for you too.
