tappets and starting???

sometimes when the car hits 2000 revs it will tappet or click on every rev, i heard another e30 the other day doing it.....

is it a common fault?
does anyone know what it is?
how do you fix it?

and sometimes when you go to start the car, you here like a whistling of somethin spinnin or somethin, anyone know,
