Brakelight switch on e34...

My dad's 5 series had its brake lights on permanantly, as the pedal was not rising high enough to depress the switch..

had a look at the haynes book of jokes, and followed the adjustment procedures, but no luck.

eventually temp repair with toilet paper and sellotape switched them off.

can anyone advise what else we can try?have tried the 10mm pedal adjustment bolt thats almost above the accel-still doesnt raise it high enough.
