How much as an estimate would rear wheel arch replacements cost including parts, welding, spraying etc (due to rust)?

Model is a 320i 2dr.

according to my father (a panel beater) about £150-250 each side depending on how bad the rust is and how good the finish is, If its quite bad rust and not a filler job, I believe the panel is about £25?

I am contemplating getting mine done because it really lets the car down.

well you can't see any of the rust from the outside (it looks mint), only when you look and the underside it's uneven and redy rust colour is coming through - looks like it's been treated with rust inhibitor and painted previously. There are no holes or anything.

Does this give a better indication?

Are you confident enough to attack it with a wire brush cup on a grinder, liberal doses of some sort of rust cure and then paint/underseal?

If it's not visible now, it'd be very hard for you to mess the job up, and considerably cheaper. You could also spray the treated metal with some rust-oleum which is a zinc-galvanising spray in a can. I used to use it on exposed metal when cutting roadside barriers working as a roadworker (not chain-gang). They are exposed to rain, road salt and grit all day and the rustoleum prevented rust really well..
