To give me a bit more space between steering colomn and exhaust manifold (M50 Conversion) Can i get rid of item 2 and run it like the pic above (Item 11) with out any issues? Thanks

Better all round to replace item 3 with a solid alloy disc section.
Item 2 is a heat shield to protect item 3, the rubber will have a short life in close proximity to the exhaust without it, and as you say you already have clearance issues.
On Alpina cars their was a recommendation from BMW to have the lower coupling included in the service schedule, just so that you should check it's condition when all the greas had boiled out, which they do!
I would also heat wrap the exhaust pipes in this area.
