Tech 1 question

I'm buying a tech 1 kit from a buddy. Does this replace the original chrome bumpers or just the splitter? I've looked but I can find this anywhere.

The kit attatches to the chrome bumper, though if your buying it off a sport its highly likely it will already be on the bumper so just swap them over
