Air mass meter problem

Is there a specific setting the air mass meter is suppose to be at. I checked it out and found signs that show the owner who had the car before me was messing with it. He has two white dots by the numbers on the spiral like plastic and he put glue around a screw. My car is not "breathing" at low rpm's and i think it might be due to the air mass meter. Sorry for not knowing the proper termanology for this problem but can anyone help me out.
