I'm having my wheel refurbished, but the company will not be able to do the plastic centre nuts on the caps.
Any suggestions for a decent spray to complete the job?

Only suggestion from me would be find a better place to do your wheels that can do the job right. Both my local place and Lepsons a bit further away will spray centre caps (with the proviso they are not likely to match a powder coat finish)
If you want to DIY then for me it would be careful prep and the correct plastic primers etc from one of the online paint suppliers.
