Tacho/econometer strangeness

I just had a look at my touring for the first time in about 6 months to first find that my 'smart' charger clearly isn't very smart (Battery completely dead) and then noticed that the tacho is resting on about 1000rpm and the econometer is a few spaces to the right. When I turn the ignition to the first position it goes back to normal but when I turn it on again it jumps back. Any ideas?

if it's got t*ts or wheels it's bound to be trouble...............prove me wrong.
