My dad got quoted Ԛ£12000 for engine rebuild at torque developments which is a rip off.

I think it was for

276/284 cams
2.5 rebore
Custom stainless exhaust
ported/flowed head other stuff

Who will do a rebuild for alot cheaper?

Maybe bexleys or someone

Talk to Nigel at Bexleys dude, the price TDI have given is way OTT, S14 is not a cheap rebuild especially with cams etc to be added, but telephone numbers like that are taking the pi$$, maybe TDi dont need the work ?

Last time i went there were a few cars there. But they mostly work on jap cars. my dad has 8k budget which should be easily enough for what he wants.

not if it's mapped properly and using 98 octane squirt i'd think.

The parts listed in this rebuild are serious money themselves.

Is the 2.5 conversion stuff being bought new?

Labour for this will be a fair few hours. Engine in and out is a far bit for a start!

I've got this on the Alpina to do at some point even though it's just been rebuilt!

I don't know what petrol it will be mapped to.
Yes all the parts will be new.
The engines already in pieces but the car will most probably be moved

raising the CR will give you more bang for buck, all the modifications you are considering will affect longeivity of the engine:
longer stroke - increased bore wear, bigger pistons - less cyl wall, more heat etc etc
i'd have thought with a conversion like you're doing, a 12:1 CR would have been what you'd be considering - somewhere up around there anyway. it will give better results with the wilder cams you're looking to run. remember ultimately you're on about building a performance engine, the most reliable option would be to leave it alone! a high CR doesn't affect reiability unless you're using the wrong fuel etc. and you'll have to fuel on 98 RON anyway, they'd simply be no point in doing performance work if you're going to run it on 95. JE pistons are also v nice forged items iirc.
