This goes between the vacuum advance on the dizzy and the inlet manifold. Anyone know its name?

it's called "Valve" part number 11731705584
Only fitted post 09/84 (which is why mine does not have one) They are NLA and I suspect it can be safely replaced by a straight through piece of tube

I guess its like an anti pulse valve to smooth the vacuum between the distributor and the manifold?

It's a 2/3 way valve. Mine was removed at some point and I have a new one to install but do not know where it is attached to. Can you tell us where it was attached to and in which orientation the pipes are installed?

Correct, it will smooth the vacuum pulse as you initially open the throttle and provide a metred leak to the advance side of the diaphram to stop it dropping away to nothing immediately after.
A straight pipe will be better than a leaking or stuck valve but long term it needs something in its place.
It looks like it replaces #12 on the diagram which the older cars like mine have
It is another one of those things they changed to the 323i Jetronic system in a vain attempt to get it to run well.
The valve is certainly only 2-way. The ETK is not very accurate but does show the orientation of it
Is yours an old BMW replacement or a generic one? They are NLA at the moment
ETK is not accurate but in this case it shows connection and orientation

I bought a new one off Ebay Pierburg 7.21056.23.0 which is the aftermarket equivalent to BMW 11731705584 according to Bimmercat. Apparently 320i and 323i ones are different.

Technically that is the 320i one but I guess it would do at a push, however it is also listed as NLA (I even checked Lithuania!) so I would guess that ebay listing is a mistake.
I was more interested in the Pierburg 7.21056.23.0 as I can't find that either
