Car running really rich smell from exhaust is strong .
Tested the blue sensor at both the sensor and ecu cold and hot and i'm getting

cold at the sensor 3.38 kOhns and 3.36kOhns at the ecu which i think is fine
hot i'm getting .196 kOhns at the ecu and same at the sensor which i think is a bit low

c191 plug looks fine .

Hot reading depends on exactly how hot the car is. Run it for too long stationary, and 196 ohms in reasonable, especially with a bit of heat soak after you switch off.
If the reading really is lower than it should be, then this would weaken the mixture slightly, not make it rich.
IF there really is a 20 ohm difference between the readings at the ECU and the sensor, then there is something wrong with the wiring. Try measuring from the sensor plug to the ECU plug.
