Hi,

Is power steering in an E30 meant to be heavyish? 16" wheels!

No, if it is heavy it probably is not working. When I bought mine it wasn't working, the previous owner had no idea, there was no fluid in the system and pouring some in the reservoir just produced a puddle on the floor. Checking the fluid level is your first step.

Compared to what? Yes, E30 steering is heavier (and has a lower ratio) than modern cars, but is a lot lighter than an E30 without power steering. The same applies to E30 brakes.
If there's fluid in the reservoir, the belt is in place and it doesn't make strange noises when you steer, I expect that it's working.
The ultimate check would b to compare yours with another E30.
