Looks like the vent pipe, runs over the top of the tank, out through a hole into the rear arch, behind a cover fitted with plastic nuts - usually the cover is rotted out and the access where the vent pipe passes out into the arch is full of cellulose putty to seal it, an absolute bastard to remove unless your lucky and it's been changed in the past.
I did mine, didn't remove the tank - fitted a new cover part number 16131179011 - obvioulsy new pipe - new plastic nuts, some sealant of your choice - several hours of cursing followed by a cold beer.
