Have a look in the Wiki, there is a guide on stripping the motor down and greasing it. That would be my first port of call.

Cheers guys . Ive had the motor stripped as per wiki as the wipers weren't parking correctly. Could of damaged it then maybe . I have both parts just didnt want to waste time on it if thats just the way it is

Top-speed on my car noticeably faster than normal-speed-if it's not the motor then try squirting WD40 or similar into the two wiper-arm pivots/bushes where they emerge from the scuttle-panel,these could be starting to semi-seize after years of use.
if this does speeds things up,then for a perm. fix i put a few drops of engine-oil into the pivots-is this acceptable or are there rubber-seals in there that will be jinxed by the oil?

I recall buying a brand new motor direct from the BMW classic shop about 3 years ago for 80 euros with free delivery. At this price it is hardly worth cleaning up a 28 year old motor or messing with second hand ones. The wiper speed change was dramatic. You could use a silicone based lubricant on the pivot points rather than oil. You may hear a squeaking from them if they are straining.
