Could be a decent deterent for the recent theft of E30's, this chaps is still parked on his drive after all.
Could be linked to motion detector cameras I expect.

Won't go into many details here, because of a few (il)legal implications, but I once hooked up a system involving a PIR sensor, linked to an buzzer in my bedroom, a camera linked to the bedroom TV, a very long extension lead, plugged into a bedroom socket, other end connected to an ancient valve type colour TV, with a wire leading somewhere from its 27,000 volt EHT generator.
It worked perfectly, and only once.
