I want to go from 4300 HIDs to 6000. Do I just need to change the bulbs or the bulbs and ballasts?

Hadn't really got you listed as a chav, but if that's what you want to do, then just a burner (bulb) change is needed, of the same wattage. Ballasts are the same.

Ha, not a chav, or even close but the set up I have at the moment is surprisingly useless. I know the beams are correct as the car was mot'd a couple of weeks ago but I still find the light output from the 4300 HIDS are extremely poor to the point it makes me a bit nervous to drive at night.

Generally, the higher the colour temp., the dimmer the light, although there's not a great difference in that of 4300 and 6000.
Maybe there's a problem with your existing ballasts, limiting the current too much?

I have the 55w set up, is 35 better? I assumed the higher number would be better :?

55W should be brighter than 35W, but don't forget, these are all Chinese knockoffs, so don't take any of the specs. (or claimed quality standards) too seriously.
I have 35W 3500 degree H1 burners in several vehicles, paired up with the fake Bosch ballasts, and find them more than adequate.

E30 dipped beams have a very sharp cut off, and no matter how bright the burners are, they won't do anything past the cut off, so check the beams aren't too low. The limits on beam aim are much tighter than they used to be, but testers are still more likely to fail a beam for being too hiogh than too low.
Fitting HIDs to my E30 was one of the best safety mods. I ever did, and I wouldn't be happy going back to halogen.

Not all HIDs are created equal... I also find myself preferring the lower colour temp. too - it's less stark and not as straining on the eye, and nicer for picking out details in misty/foggy/damp weather.

Passenger side is OEM Bosch ballasts with a new Orsram Nightbreaker bulb. (Roughly 4.3k, but no quoted temp. given)

Driver's is an aftermarket (but still 'good' make) 55w morimoto ballast paired with a 5k morimoto h1 bulb (not OEM projector)

My point, colour temp. is unlikely to be the culprit, but sub-optimal quality parts.
