Best way to clean underbody surface rust and treat?

Sorry if this has been covered before - I did look in the wiki but couldn't find anything relating to general underbody treatment.

I'm currently renovating my E30 cab., the underside (diff casing, front and rear suspension arms, shocks etc) have light surface rust that just looks untidy and needs nipping in the bud before it becomes real rust.

My plan was to try wire brushing and then spraying with stonechip - is this the best way or should I be doing something else? It is worth the effort of removing the arms first - it seems a bit of a faff.

Should I be washing it down with water first in case bits of salt from last winter are there still? Bit reluctant to do that as it's nice and bone dry now, but in this weather a few days would see it dry again.
