So I'm trying to fix my cigarette lighter to find that there is no fuse for it. So I put a fuse in where it says in the owners manual. I opened my door to check to see if any power was going to it and the alarm started going off. This is a 1990 320i. I honestly didn't even know there was an alarm system in it. Can someone explain where I went wrong?

BMW dealer fitting instructions connect the alarm to fuse 28 as well, so by reconnecting the lighter, you are also reconnecting the (faulty??) alarm.
If the fuse was blown/removed by a previous owner, you may have now found out why.
Alternatively, some alarms automatically arm* when reconnected to power, so it may just need switching off.
*This is why you should always ensure you have the keys outside of the car or open a window, before connecting a battery.

Depends entirely on what you have, and how it's fitted. Pics. needed.

You may need to register to see this thread but Bimmerforums has a list of BMW alarm types, on an E30 it is most likely the GR40 3G Mk1 type, look for the siren under the bonnett and trace the wiring back, you should be able to just disconnect the power to the siren, if the vehicle does not start then you need to trace the wiring back inside the car to the control unit and receiver [most likely behind the glovebox] then find the two immobiliser circuits to put them back to standard.
