Been told to put some sealant on when replacing this, but how much and is it to both top and bottom or just the bottom part of the sump?

Not 100% a good idea to use sealant on this, unless it's the slightest trace, just to keep the gasket in position.
Excess sealant gets squeezed of of the sides of the gasket in the form of little balls, and the ones that form inside will eventually find their way to the gauze filter of the oil pick up, where they collect to make an effective effort at blocking it.

Permatex aviation is exellent, gue not on the gasket goes out with the next oil change. A light smear on one side, that helps hold the gasket in place as well, then a light smear on the top side (cover all the paper lightly), I have used this stuff for 25 yrs on sumps ect, never a problem. cheers.

I hate seeing sealent on components that use a gasket or O ring. Unless there's a lot of corrosion/putting and the gasket won't cut it.
I usually use a light smear of grease to help hold gaskets in place.

A thin smear of Hylomar blue on both sides of a paper or cork gasket will not build up in to beads or balls when the two mating surfaces are torqued down and will create a better seal than the gasket alone.
Silicon sealant is a big no no as Brian mentions it beads when compressed and doesn't break down in oil.
O rings, rubber or steel gaskets i use nothing other than on say the corner of a half moon section of a gasket like the rear of an M5x cam cover gasket or on a T section where 3 mating surfaces meet such a block, timing cover and sump.
