Fag lighter fuse is the one that works the windows with the door open, so that one's OK.
Fuse for the doors closed (you realise ignition has to be on?), is fuse 17.
If the fuse is OK, pull out relay K5 and short together pins 30 and 87 of its socket.

take a look at the wiring plug from the doors to the post these can cause problems with central locking and windows also check the feed from the wiring behind the glovebox

Problems with the door connectors can indeed affect the windows, but corrosion in these plugs usually affects pins that are live all the time (central locking) or live with ignition (mirrors), because of electrolytic action.
Window pins are dead except when the windows are actually moving, so don't normally give trouble untill well after the locking and mirrors have played up, so I wouldn't recommend disturbing these connectors untill they are proved to be faulty, or you're likely just to cause a couple of new faults!
Also, door connectors are unlikely to affect both windows at exactly the same time, and the OP says that they work OK anyway with the doors open.
My guess is a soft blown fuse 17. (Not always obviously blown).
