Have had car parked up for just over 2 years

over weekend I tried to take out of garage but the brakes or something are jammed and the car just wont budge.

Other than dragging it with a tow bar, is there any other way to get the wheels moving again ?

If you left it with the handbrake on, the shoes will have seized to the drum. NEVER leave a car parked up for any length of time with the handbrake on.
Clutch plates can also glue themselves to the flywheel, but trying to start the car in gear with pressure on the clutch pedal and the brakes firmly on will usually sort this.
For the handbrake, try towing it.

If that's the case I think I'm going to have to tow it out of the garage as it's parked right up to the garage wall and I dare not start it in gear in case it lunges forward.
