How does one remove the black plastic retainers at the end of the metal wiper arms?

The construction is very similar to the windscreen wiper arms. Lift up cover over a nut, and the wiper arm sitting on a steep splined taper.

I don't think they do come off. Not in any way that they are fit to go back on again, anyway.
