This is somewhat true, with the proviso that many of the things we regard as morally unacceptable weren't necessarily regarded in the same way in the past. Yes, punishments were more brutal, but if anything our moral standards have been on a steep upward incline for the past five hundred years.

In the middle ages, rape was often not a criminal offence, and the guilty party was generally just required to pay compensation to the girl's father or husband, as he'd interfered with their property without permission. You paid about the same as for injuring someone's cow. In Germany in the 16th and 17th century, they had a really strong legal focus on the sick, twisted crime of oral sex which was considered the pinnacle of depraved immorality and was punishable by death. In contrast. sodomy, which had previously been the go-to sexual deviation for keen hangmen, became legally and socially acceptable in that region.
