Why is there no part number for the rubber shock boot thingy, #13?

Yes, just 11 and 12 which are NOT used on the Bilstein equipped car.

B4s have an identical shaft / rod to the standard Boge / Sachs dampers so they utilise 11 and 12.
The only factory fitted Bilstein dampers were the B6 / B8 which have a much thicker damper rod and an internal bump stop so 11 and 12 cannot be used.
