Triangular shaped hole at each end which comes out above the wheel arch liners.
The bottom of the scuttle box is made up by the two skins of the front bulkhead in a Y shape, with the joint along the bottom of the box being made waterproof with sealant. If this sealant fails, water goes down between the two skins, and rusts the bulkhead from the inside.
The first place the rust seems to breaks through is inside, around the RH fixing stud for the glovebox hinge. Any sign of bubbling here, or if the stud breaks off, is a sign of serious rusting.

So the only way of testing this drain is to pour water in the scuttle vents? Are these not visible from the engine bay under the scuttle as i need to see if there blocked?

Or take the wing off, remove crud etc and you will see everything with the plastic vents removed
