MPG gauge being weird....

hi guys....bit odd but my mpg gauge on my 320i is working the wrong way so when im stopped the needle is on 0 miles then if i floor it it goes to 50?????.... oh also my washers dont work which fuse do i need to look at???... i pulled the wires of the pump and tried a test light but got nothing so i recon fuse or the arm isnt working.... thanks
