Electrical connection is for the coolant level sensor for the roof mounted 'check' panel on six cylinder cars. Your sensor appears to have lost its magnetic float.
Dishwashers work fairly well on screen washer tanks. Never tried a coolant tank.

A very effective way of removing dirt and deposits from inside containers is to pour in some cold water and some uncooked rice. You then shake it vigorously, and the rice scours the dirt off.
If it ain't broke, fix it till it is

yes, brian correct the magnetic float broken yesterday while I try to clean it very brittle.

can I only replace the magnetic float without replace all?

Ok I see the check panel near inner mirror, I will install it later when my six cyl engine has run.

You may have to apply pressurised water from a hose to make sure all the rice gets out. I have not specifically used this method on a coolant tank, but had great success with it on other items.

Remember, the water has to be cold, so that it doesn't start to swell the rice and reduce the friction.
