Damn those e30 arches.. help, confused!

ok car is on the beloved axle stands and without wheels and with a home power wash - i can now see the area clearly - what i see mostly is rust - i can poke out most of the inside skin of the outside arch with a screwdriver - the outside skin of the outside arch is perfect so onlyt for a bootfull of water i wouldn't of noticed. - why run two skins anyway? so what should i do? MASSES of fibreglass or new arch?? also the inner arch behind the wheel/hub and into the boot is perfect too though the inside skin rusts right up to the seem with that arch if you get my picture which is how the water gets into boot wells - when you open the boot you do not realise there is a hole or rust until you put you fingers in between the inside inner arch and the outer body arch and you can feel the hole right along the seem and all around petrol cap area.
is fitting a new arch inner skin easy? it doesnt look like i've to remove much only the old arch skin and the petrol breather tank and then weld it in is that right?

sorry for all the inner and outer talk its confusing for me!! i hear people only use outer and inner when i think there are actually three parts: 1)the visible to the outside "outer" arch, 2) the skin a few millimetres in from that (my rusty problem) and 3) the arch behind the wheel that is what you see when you open the boot (if you have ur boot carpet out)

oh forgot to ask aswell should you use fibreglass filler for just small holes or could you like layer it up?

I bet this is on the drivers side? (where the petrol cap is)
