All dash illumination bulbs, except the one the lights the main light switch and fog light switch are fed by fuse 23, which also feeds the number plate lights and the front and rear RH sidelight and tail light.
There is a rotary dimmer built into the main lighting switch, which will result in the loss of most of the dash illumination if it fails.
If this seems to be your problem, pull out the rear ashtray, pull out the bulb and holder that illuminates it, and use a piece of wire to earth the brown/white wire to this bulb. If the dash lights now work with the lights turned on, then the dimmer is your problem.
