For a number of years the driver seat base heating element hasn't working.
I understand that this would be due to a break in the element, can these be repaired similar due the way heated screens are?

You'd need a crimped joiner, or just the metal piece from a 2A 'chocolate block' screw connector, to join the broken ends of the wire.
This should be successful if the supply lead has broken away from the heating wire at its end, but might be less so in the long term if the break is actually in the heating wire, unless the break is caused by some physical damage that you can be sure won't happen again.
