contradictory statement ! but cheap good suspension ? Help??

i have a 318is 1990 and the moron who owned it before me has slammed it to the ground but they have only changed the springs so Im going to replace the shocks and springs, also is 40mm a sensible drop ? any help would be much appreciated !

what are we calling reasonable money though ? ive also got to replace the exhaust from the manifold as its covered in holes could do with some advice on that aswell. also stupid question alert!!!! but what are the trays inside of the boot under the liners un the uprights over each wheel arch??? they appear to have a large rubber tube leading into them ??? are they actually run offs for the window sills ???? i know im probably being really stupid but from what ive seen the previous owners work on the car ive no idea what to expect...
