I have snapped one on the banjo bolts going into the power steering rack. Access is very poor. Is there a way to drop down the middle part of the rack, to get access to remove the old bolt, without removing the whole rack? If I undo the two bolts to the subframe tabs could the middle section be dropped down? I will need to drill the broken half out.

You would be better removing the rack completely, doing it in place will almost definitely result with bits of bolt ending up inside the rack.
Time to upgrade to E46 rack? winkeye

Maybe an EZI out used in situ?

Removing the rack will be easier like Dan has said, and you will avoid much swaring and skinned knuckles.

However I would imagine that a snaped banjo bolt would not be seized in there so may come out fairly easily. Having easy access is the key.
