Well how much power do you want?
Probably the cheapest upgrade would be an m52 with the m50 inlet on which will take you to around 220hp with a remap.
3 litre build you will need a fair chunk of change.
If you are serious about turbo power there is no point increasing the size. Spend about £5k and you will see about 500hp from an m50 with just a head gasket and ARP's

Well how much are you looking to spend is the important question?
A 3 litre build won't be cheap to do properly.

lol keep saving. You can't get cheap power out of them. Replace your m50 with an m52 with the m50 inlet on is all you will be able to do on your budget and you will see decent gains.

Build thread:

Just to give you an idea, your sub 1k budget wouldn't even cover the chassis modifications (i.e. suspension and brakes)

The last 3 litre M52 I built cost just under £2000 and that included my labour costs too, thats based on a standard 2.8 engine being provided, with a pair of cams its a 250+hp engine

on a side note, what is a cost to take a normal e30, supply and fit an M50 2.5 or a 2.8 running gear?
parts and labour, roughly.
