Filler neck air locks. Please Help?

Hi all
When we bought the car in March the guy said he had the filler-neck welded up and since then it air locks when fuelling up. He thought it was the welding causing a restriction,
It turns out the weld is real tidy job and above the tip of the pump when filling. I also checked the breather and that's clear.

Has anyone got any idea's why its airlocking on fill up please?
Is it possible to fit the filler-neck wrong?

I find that I need to spend my money slowly at the petrol pump,just let the liquid gold go in with the trigger about half open.
