Have you tried actually operating them? They should operate with the headlamps on and when you operate the intensive wash/wipe system. You may also need to have the engine running.
Often with these, the shafts in the little gearboxes behind the headlamps seize, so you could try squirting penetrating fluid such as PlusGas into them.
However, seeing as they are both stuck in the same position (usually, one gets stuck in an odd position, while the other keeps working), it may just be a loose contact somewhere...
