If not a professional or competent user then use a Dual Action Polisher, Rotary polishers are more diffucult to prefect, yes they get results faster than a dual action polisher. I generally use a Rotary for Paint correction and a Dual action for Final Finishing and for a General Polish.
£100 will not get you a DA kit, just the polisher.
The Silverline is a good starting point for a rotary and goes give good results but the results also depend on the quality of the pads and products you use, along with how well you use it.
Meguiars #M105 and #M205 give very good results with either a rotary or DA polisher, and very nicely priced too. Something that is always in my kit bag as a fall back.
To start off DA wise look at the following:
-Kestrel DAS6
-Meguiars #M105
-Meguiars #M205
-Flexipads Waffle pads (Orange for compound)
-Flexipads Waffle Pads (Red for polishing)
-QD Spray to prime your pads
-Clay bar of your choice (Meguiars is a good starting point)
If you shop carefully you should be able to pick up all the above for around £130-£150.
Rotary wise just subsitite to Kestrel DAS 6 for the Silverline Rotary or Silverline Silverstorm.
You an also search for Random Orbital Sanders, they will work exactly the same as a DA Polisher but generally have a smaller orbit patten, DA Polishers generally have an orbit of 5-8mm where as sanders are 1-3.5mm.

Megs #M105 & #M205 is good for mild defects, i use it myself with a rotary and get good results.
For harder defects i use either 3M or Autosmart EVO.
For wax Collinite 476 is a good starting point and is always in my kit bag. Autosmart Carnauba Gold is not bad and pretty cheap,
Worth correcting, them using a sealent then a wax for the best of all worlds, sealent to seal and protect your nice new blemish free paint, then wax to further protect but also enhance the final finish.
If you want to go really mad you can apply GTechniq C1 which is a Crystal polymer paint sealant, very very good stuff but not overly cheap, then overlay with Zymol of Swissvax (both very expensive). GTechniq C1 and a mid range Swissvax will set you back around £200
Compound, Polish and come 476 will give you a good 6-12 months protection with a good finish for no where near that money, (476 is around £15).
