Over revving

My 318i will not idle but instead sits at around 3-3.5k rpm until its been driven for abit but then can either be just above normal idle (around 800 rpm) or trying to cut out as its trying to idle to low. I've changed the ICV but unsure if its one that works as it hasn't cured the problem and was second hand. Any suggestions what else it may be before I buy new would be a great help!

What year is it.
Check for air leaks on the inlet side.
