car was performing absolutely brilliant before i had my cambelt changed and oil service.
oil is Mobil 1 s2000 and gsf cambelt.
just got the car back and the car has lost power more noticeably between 3 to 4k rpm,
also there is a whining noise when accelerating and when the revs are dropping down.

Maybe timing is out?

Acceleration is sluggish

Resetting the timing requires stripping everything down again so will take as long as the belt replacement took. Also did he change the water pump, tensioned, tension pin and spring at the same time? Theses are best being done at the same time if you don't know the last time they were changed

They are other things which might have been disturbed while doing the work which could also have caused the problem, notably air leaks into the inlet side of the engine as a result of perished rubber pipes splitting after being disturbed, so don't jump to conclusions too quickly.
If the whining is coming from the front of the engine though, is does sound like poor workmanship, with the belt being too tight and mistimed, as suggested above.
The old saying goes "if you want a job doing properly, then do it yourself".

No water pump was fitted

It sounds like they have not fitted my belt/tensioner properly

Oh well they can start all over again and do it properly this time

Ok mechanic is telling me that the tensioner can't over tightened because the tension spring won't allow it to.

Well after debating with him he is willing to check it out via a machine to see if timing is out

All I know is that it's lost that grunt and doesn't feel the same as in acceleration response

Sounds slightly encouraging that he at least knows the tension is automatically set on these engines!
I know nothing about the skill levels of your mechanic, so tend to assume the worst until proven otherwise. It's not unknown for one to ignore the spring, and to tension it by his usual quarter twist method.
